What is the best thing to do to quiet lifter noise, I tried synthetic oil with Lucas engine treatment, still have the lifter noise?

You can get a set of new ones for ~$125 (or less) through rockauto. Put the engine at TDC, Ziptie the belt to the cam gears, move the TB tensioner out. Remove the cam caps, remove cam assy, use a magnet to remove the old ones, install the new ones (after filling with oil), reinstall cams. Release tensioner, remove zipties, double check cam/crank alignment, run engine for 20 minutes at idle.
2 hours.

First of all, KFJ gave good advice if you need lifters.
But I want to question you further...
Is your lifter noise only at start-up or all the time.
If it is only at start-up I would not worry about it.
Maybe try Mobil-1 0W-40 European formula and an OEM Mazda filter to see if it improves.
If your lifters make noise all the time then that is a problem and you may need lifters.
You might want to try one oil change with Mobil-1 15W-50 and an OEM Mazda filter.
Then drive it a couple times and see the results.

Adding to KFJ, HLAs can be taken apart and rebuilt. Not sure it worth the effort though.

I bought new lifters, soaked them in oil, but they still are not moving, should I install them?
You gotta pump them with you hand. Just reach into the oil and squeeze them with your fingers. You should see air coming out when you do this.
Did they arrive packaged in oil?
Yes, they had oil
Send it. They will clatter when you start the car up, but let it idle for a while (20 minutes), they will bleed out and quiet down.
