I have a 99 miata and its sometimes hard to start, yesterday it died at a stop light and wouldn't stay running after that. Tried driving it home and every time I let it get down to idle speed it would just die, is this is a fuel filter issue or a can sensor issue?
It could also be dirty egr or vacuum leak due to stale hoses around the intake manifold.

All the hoses are like brand new so dont thnk its that, whheres the egr located? Back towards firewall correct?
Yeah, at-least mine is located on the intake manifold near the firewall. You could just clean it with a q-tip and some solvent, but before you do all of that try a bottle of Techron fuel system cleaner if you can still manage to drive the car. It might just be a dirty injector assuming your spark-plugs & wires are in decent condition. When was the last time you replaced the fuel filter? hows your fuel pressure regulator doing?

Update: car started and ran fine, drove it to oreilleys up the road and scanned it and got a "p0134" code. Code definition: Heated Oxygen sensor (bank 1 sensor 1) lack of activity, I'm assuming its a o2 sensor?

Sounds like it.
I'm surprised a cel didn't pop up at the dash before you had it scanned for codes, but at least you found the problem. I recently replaced my 02 and my gas efficiency improved I'm sure yours will too.
