Check the switch in your dash that is between your 2 center dash vents

If after doing those,it doesn't work but the lights work, you can just take the fuse out for the lights, then manually open them and leave them open by taking off the little black caps near the lights (one on each side) and turning the knob until it's all the way open.

What is your location? If you are up north the cold weather might lock them in place. So best to leave them in the up position. Hit the manual button (center of dash) and then crank them up manually like The Platypus stated above

if your switch or the fuse is blown or disconnected, mazda has an "auto-open" relay that puts them into the open position until the problem is resolved, kind of a fail safe for night time emergencies. if it wre one motor, the other would still work. if they both went at once then that is terrible luck! you can first try to hook up the power/ground to the remote leads of the motors to check for functionality, and narrow down your search. if they are working but simply stuck down then it may be a wiring short somewhere past the relay that is obstructing any signal input. start from the headlight motors and work your way to the relay with a voltage tester. its all just cheap 14-16 gauge wiring that at this age tends to see a lot of corrosion and resistance.

good luck!
