Power steering rack issue! Cant figure it out

Hey guys have been having this big issue and cant seem to figure it out.

I have a 95 m-edition and it all started after I lowered my car, after I drove a few hundred miles my power steering seem to be harder to turn and eventually felt like I had no ps at all

So I changed the pump with a used one still the same, changed the rack with a used rack still the same.

Then I bought a new steering rack and new ps pressure line, still the same issue!!

Everything is checked out the lines are good, only thing now is to get a new ps pump.

So what happens is when I turn the wheel parked, i cant barely turn the wheel with all my might plus theres tension in the pump and the pump pulley locks up. Also theres sometimes a clunking sound when you turn left to right and and the wheel feels like its hooks on and then releases its not always smooth.

Im stumped, would getting a new pump be the answer you think? Also im just using regular ps fluid. What ps fluid do you suggest any help please!!!
