Can't help on the wheels... BUT - it looks like they tried to roll the fenders and failed? Notice the paint on the fenders near the bra?

The bra covering the front bumper is likely hiding something as well. (And even if its not, usually nose bras get sand in them, which ends up acting like sandpaper.)
