Buy some Gorilla Tape for the time being, tape the inside and out. then save up for a new top.

I have some tent repair adhesive that's designed for vinyl at work, you should be able to find something similar, but you would also need material to patch in there. That top is pretty fucked though, you don't get that? Vinyl doesn't heal like flesh, your car doesn't need surgery, it needs a new top...
