I have seen other outragious prices on items on ebay and what I am thinking is once a seller supplies runs out and they still have an ebay auction open they put in a high dollar amount to stop people from bidding. You could probably go look at purchases made on that auction for the screws and find their original price. Im willing to bet he is just out of stock. I find this alot on items in my watchlist where I have had them on it for awhile and one day I see item at a regular price and the next day its a 400% markup.

Common practice on eBay. I've done it when I was running a eBay store. instead of paying for a insertion fee, you just jack the price out of sight so no one will buy them until you get more stock. I've taken a look and he been selling them for $20 to $40 bucks.
