It will fit NA8 as long as the mirror isn't mounted to the windshield. (It would fit my 94)

I believe that is the oil cooler.
It should be able to rotate but I believe you need to remove the oil filter and then remove the nut holding the oil cooler on ( large nut around the threaded tube...
