Okay for the last few days i have been trying to fix my headlights. If i turn on the headlights they will pop up, but if I turn them off they don't go back down. It is not the 30 AMP retractor fuse. It is already checked. IT is a 94 so the horn and headlamp relays are the same LC10. I have switched them back and forth and the problem doesn't fix, so it isn't the relay. The retractor switch is plugged in. however i broke the switch open so only the internals circuit board is plugged in(springs flew everywhere). but when i jump the wires together to try and close them, the will flop up and down continuously. I assume i am jumping it correct if you look at the switch as

o is a blank, i jump E and F to make them close which actually makes them flop. Could it possibly be that ground block that was previously under the brake booster( i have relocated it) or is that ground block for something completely different?
I have also tried a friends LC10 relay and retractor switch his switch has the same opened up circuit board too though.
It is my understanding that the 94+ have the headlight relay under the hood on the driver side right? OR IS IT UNDER THE DASH?
