Like the title says, my fan doesn't work on 1 and 2, but it doesn work on 3 and 4. Fuse? Relay? Buy a new car?

The blower motor is pulling too many AMPs and has burnt the circuits for the first two. First replace the cabin filter ( if there is one ), the blower motor (because it has been stressed beyond it capacity) and the blower motor resistor. The last is the one that is the most toast. Also check the connectors for burnt attachment points. Those can over heat (as they are the weakest link) and replace those if any signs of over-heating appear. PM if you need more info.!
Side note: Shell the 'Vette and crush it. Re install those bit into a N? for 'Palooza!

The blower motor resistors are in the blower motor assembly, tucked in the side, IIRC. Yes, on the passenger side. I *think* if you just remove the 3 screws that attach the motor to the housing, unplug the harness, you should be able to remove the resistor pack from the motor.
You might have to test the HVAC panel, removing the cables from the actuators under the dash to do this.
It's all pretty straightforward, but if one of your boys is game, have them do the heavy lifting, or remove the passenger seat for more room.
More than likely, it's the resistor pack.

I bow to KFJ and the resistor being the the problem.
But there is a reason that those circuits burn out. The motor pulled to many AMPs on those circuits.
If you have a Fluke to measure the draw. Or a good AMP clamp to see the load. You can see it. The blower motor has to work harder than the circuit can handle.
The motor probably caused the resistor to fail. But this is a non-hands-on diag.. M2C

Usually when the fan is removed, a lot of debris can fall out. Usually a bunch of dirt and leaves/needles. Worst case, mummified animals and/or turds.
So true! I had quite the collection in mine but after a thorough cleaning, it ran so much quieter. There were leaves in there not even indigenous to my part of the country.

Yeah, I found Ponderosa pine needles in mine from out west and sand from Lake Michigan.
Wish I had taken pics. of the mess in mine during the dash removal. Willow oak and butterfly carcasses mainly. But had one baby mouse. So out of balance. But the blower motor has survived.
**UPDATE**
So, the fan was working on 1, my mistake.
The bottom lever was very hard to move so I removed the heater control unit. I disassembled it a bit and greased the moving parts. That helped a lot! I reinstalled the unit and now fan speed 2 works again. I'm guessing the electrical connection was a little corroded and unplugging and plugging the connector cleaned it up enough for it to work. That's just a guess, though.
Anyway, all fan speeds work now and I can redirect the air to different vents more easily. Yay!
